ADRA PROJECT TO SUPPORT ALBINO COMMUNITY

The Adventist Development and Relief Agency in the United Kingdom is providing support and training for the albino community in Tanzania, which faces a lack of education, scarce job opportunities and segregation in the region.
Launched this month, the two-year Tanzania Albino Society Support and Empowerment Project (TASSEP) will work with the region's albino community to provide training in networking, advocacy and management from their headquarters in Dar es Salaam.
The project follows previous projects by ADRA Tanzania, including the donation of sun-protection products, prescription glasses and tuition support for albino students. ADRA officials said a follow-up project is expected to focus on microfinance, as well as the medical and educational needs of the albino community.
Across sub-Saharan Africa, discrimination against albinos is accelerating. Social stigma, physical vulnerability to the sun and poor eyesight contribute to make the estimated 150,000 albinos in Tanzania the country's most impoverished people group. Albinos regularly face ridicule, isolation and physical threats -- the body parts of albinos are valued on the black market for use in witchcraft, ADRA officials said.
"The community in general has not reached the level of understanding that we are all the same, with only a difference in skin pigment," Zulfa, a teenaged member of Tanzania's albino community, told ADRA officials.
"We all have the same needs. We are all human," she said.
As part of TASSEP, volunteers are expected to form advocacy groups to travel to key locations in Tanzania to raise awareness of the albino community through presentations in schools and churches.
Through songs, dramas, stories and speeches, the groups will seek to educate the public about albinism and increase support for the albino community, ADRA officials said.

CONVENTION ON THE RIGHTS OF THE CHILD

The Convention on the Rights of the Child is the first legally binding international instrument to incorporate the full range of human rights—civil, cultural, economic, political and social rights. In 1989, world leaders decided that children needed a special convention just for them because people under 18 years old often need special care and protection that adults do not. The leaders also wanted to make sure that the world recognized that children have human rights too.

The Convention sets out these rights in 54 articles and two Optional Protocols. It spells out the basic human rights that children everywhere have: the right to survival; to develop to the fullest; to protection from harmful influences, abuse and exploitation; and to participate fully in family, cultural and social life. The four core principles of the Convention are non-discrimination; devotion to the best interests of the child; the right to life, survival and development; and respect for the views of the child. Every right spelled out in the Convention is inherent to the human dignity and harmonious development of every child. The Convention protects children's rights by setting standards in health care; education; and legal, civil and social services.
By agreeing to undertake the obligations of the Convention (by ratifying or acceding to it), national governments have committed themselves to protecting and ensuring children's rights and they have agreed to hold themselves accountable for this commitment before the international community. States parties to the Convention are obliged to develop and undertake all actions and policies in the light of the best interests of the child.

Child abuse, teenage pregnancy, quality of education and disability among the many topics to be covered

11 June 2010 Children representing the Baraza la Watoto (Children’s Council) are well‐prepared for their interview with HE The President Jakaya Kikwete which will take place in Dar es Salaam on Monday 14 June. Ten children will meet President Kikwete for the interview, which will be broadcast on national television and radio on 16 June, The Day of the African Child.

The broadcast is planned to coincide with the official launch of The Children’s Agenda that will take place in Dodoma also on 16 June. The children’s interview with the President is the culmination of preparations that began months ago when hundreds of children across the country began debating their top ten questions for the nation’s leaders.

Last week, more than 20 child representatives from Tanzania Mainland and Zanzibar met in Dar es Salaam to choose the final set of questions that they will pose to the President. These cover a wide range of topics, including HIV and AIDS, child abuse and exploitation, the quality of education, early pregnancy, and more. The children also elected who among them would be lucky enough to meet the President and ask him the questions that are most important to Tanzania’s children.

The children represent a diverse group – including some who have been orphaned, children living on the streets, and children with disabilities.

Twelve year old Nasra Twalib from Yombo, Temeke District said "I feel great and so happy to have this opportunity to ask the President questions about children's issues and rights, because not too many children get this opportunity. I am really eager to ask him about disabled children ‐ this issue is very close to me because I also live with a disability."

Fadhili Abdul, aged 15 added that he was looking forward to asking the President about what he planned to do about corporal punishment in schools and also about the issue of transportation because so many children find it difficult to get to school. Twalib and Abdul are among many children who regularly participate in the Baraza la Watoto or Children’s Council in Temeke District. The Baraza la Watoto is supported by the Ministry of Community Development, Gender and Children with the assistance of many children’s organizations and operates in about a quarter of districts across the country.

It provides a way for children to elect representatives who raise and represent children’s issues with local councils. This year, the Baraza la Watoto is scheduled to receive legal status as a trusteeship. The members hope that this will enable the Baraza to become a truly national representative body that is accessible to children across the country.

The interview with the President forms a key event in the historic launch of the Children’s Agenda which will be announced by Hon Margret Sitta, Minister of Community Development, Gender and Children. The launch will take place on 16 June, Day of the African Child, at the Jamhuri Stadium in Dodoma. The Children’s Agenda is an initiative of the leading children’s organizations in Tanzania who are working with the Ministry of Community Development, Gender and Children and the Baraza la Watoto to ensure children’s issues are well reflected in the 2010 elections and in the commitments of the future government.

Justa Mwaituka, spokesperson for The Children’s Agenda, stated that “Children represent more than half the population of Tanzania but they have no vote and must depend on others to ensure their rights are fulfilled. Investing in children is not just the right thing to do, it makes good economic sense. If we want to fulfil Vision 2025, we have to put children at the centre of the nation’s agenda. They are quite literally all of our futures.”

Greetings from UNICEF.

I’m writing to you about our International Children’s Day of Broadcasting Initiative and to encourage your station to participate.You may be acquainted (or have participated) in the InternationalChildren’s Day of Broadcasting (ICDB) initiative. Launched in 1991, ICDBis an annual event where broadcasters around the world air specialprogramming by, for and about children.

In my time here at UNICEF, I haveseen so many unique interpretations of the ICDB mission and it isencouraging to see the great work that stations produce in honor ofUNICEF’s goal of getting young people on their air, both physically and insubject matter.The next ICDB will take place 7 March 2010 with the theme All Rights AllChildren.

It’s the 20th Anniversary of the Convention on the Rights of the Child anda time to take stock of the rights that children have and deserve. Inessence, every aspect of a child or young person’s life is somehow relatedto one or more of the rights afforded to children.

Since the theme is sobroad, we’re hoping that is will encourage more participation andcreativity.In the past few years, we’ve been pushing the child participation aspect ofthe ICDB – getting kids to present the programs and to help in theproduction process.

We’ve had some wonderful successes with news magazine,game and variety shows.

But we still also welcome traditional programmingthat highlights the theme and presents programs for young people. There’sroom for everything on the ICDB.There are many options of what can be done during the day:

· Produce a special talk show that is hosted by youth and features short reports on different child’s rights issues

· Tailor an episode of an already existing show to focus on any issue that related to child rights

· Air interstitials that highlight the ICDB

· Donate a program that relates to child rights to the ICDB compilation that can be aired free-of-charge by broadcasters around the world

· Create a kids news show featuring reports by young people about issues they face and larger world news

· Feature children’s perspectives on adult shows or other shows airing on that dayThere are many different possibilities to embrace the ICDB – whether it’sslightly shaping a product you already have or creating a new platform forkids.

Whatever you can do to participate in this event, UNICEF would bevery grateful to have your support.

UNICEF also awards the International Children’s Day of Broadcasting Awardsto the radio and television broadcasters that best support and implementthe mission of the ICDB. Nominees are invited to New York in November forthe Awards Ceremony and associated broadcasting conference.

This year theICDB Awards went to Citizen TV (Kenya) and Rádio Justiça (Brazil).

The mistaken belief that albino body parts have
magical powers has driven thousands of Africa's albinos into hiding,
fearful of losing their lives and limbs to unscrupulous dealers who
can make up to $75,000 selling a complete dismembered set.

Mary Owido, who lacks pigment that gives color to skin, eyes and hair,
says she is only comfortable when at work or at home with her husband
and children.

"Wherever I go people start talking about me, saying that my legs and
hands can fetch a fortune in Tanzania," said Owido, 36, a mother of
six. "This kind of talk scares me. I am afraid of going out alone."

Since 2007, 44 albinos have been killed in Tanzania and 14 others have
been slain in Burundi, sparking widespread fear among albinos in East
Africa.

At least 10,000 have been displaced or gone into hiding since the
killings began, according to a report released this week by the
International Federation for the Red Cross and Crescent societies.

East Africa's latest albino murder happened in Tanzania's Mwanza
region in late October, when albino hunters beheaded 10-year-old
Gasper Elikana and chopped off his leg, the report said. The killing
left Elikana's father, who tried to defend his son, seriously injured.

Albinism is a hereditary condition, but occurs only when both parents
have albinism genes. All six of Owido's children have normal skin
color.

African albinos endure insults, discrimination and segregation
throughout their lives. They also have a high risk of contracting skin
cancer in a region where many jobs are outdoors.

Owido, a high school teacher in the western Kenyan town of Ahero, says
she was forced to transfer from a better teaching job on the Kenya-
Tanzania border town of Isebania in 2008 after an albino girl she knew
was murdered and her body parts chopped off.

The surge in the use of albino body parts as good luck charms is a
result of "a kind of marketing exercise by witch doctors," the
International Federation for the Red Cross and Crescent societies
said.

The report says the market for albino parts exists mainly in Tanzania,
where a complete set of body parts — including all limbs, genitals,
ears, tongue and nose — can sell for $75,000. Wealthy buyers use the
parts as talismans to bring them wealth and good fortune.

"Albinism is one of the most unfortunate vulnerabilities," said
International Federation for the Red Cross and Crescent societies
Secretary General Bekele Geleta. "And it needs to be addressed
immediately at an international level."

The chairman of the Albino Association of Kenya, Isaac Mwaura, called
the murders deplorable but said the killings have given albinos a
platform to raise awareness.

Almost 90 percent of albinos living in the region were raised by
single mothers, Mwaura said, because the fathers believed their wives
were having affairs with white men.

"When I was born my father said his family tree doesn't have such
children and left us," Mwaura said.

Some African communities believe that albinos are harbingers of
disaster, while others mistakenly think albinos are mentally retarded
and discourage their parents from taking them to school, saying it's a
waste of money, he said.

Due to a lack of education, many albinos are illiterate and are forced
into menial jobs, exposing them to the sun and skin cancer, he said.
Those who manage to finish school face discrimination in the work
place and are never considered for promotions.

"People are very blind to albinism but it is very visible. Now that we
have this issue in Tanzania is when people have started to talk about
albinism," Mwaura said. "Before there was a studious silence."

By resolution 836(IX) of 14 December 1954, the General Assembly recommended that all countries institute a Universal Children's Day, to be observed as a day of worldwide fraternity and understanding between children. It recommended that the Day was to be observed also as a day of activity devoted to promoting the ideals and objectives of the Charter and the welfare of the children of the world. The Assembly suggested to governments that the Day be observed on the date and in the way which each considers appropriate. The date 20 November, marks the day on which the Assembly adopted the Declaration of the Rights of the Child, in 1959, and the Convention on the Rights of the Child, in 1989.

In 2000 world leaders outlined Millennium Development Goals (MDGs) – which range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education, all by the target date of 2015. Though the Goals are for all humankind, they are primarily about children. UNICEF notes that six of the eight goals relate directly to children and meeting the last two will also make critical improvements in their lives.

Africa was poor, Africa is poor and Africa will continue to be poor if we the Africans are not ready to change Africa. Africa will remain poor if Africans are not ready to make Africa rich. There is poverty in Africa and there is hunger everywhere on the continent of Africa. HIV/AIDs continues to kill Africans in record numbers. Africa is poor and there is no doubt Africa is poor. The question is not why Africa is poor but may be how we can make Africa rich. What we can do as individuals or groups to help change Africa.

There is poverty in Africa but Africa has almost all it takes to be the richest continent on earth. The major problem facing Africa today is corruption and poor leadership.

There are greedy people in Africa including our leaders who don't care about their poor mothers, fathers, brothers, sisters, etc. Some people are too greedy and that is why Africa remains poor. People are killing their own brothers, sisters, mothers and fathers just to make money. People don't care about yesterday and people don't even care about tomorrow. All they care about is money and money and that is why Africa remains poor. All African leaders I know are corrupt in one way or the other. They come as saints and leave as devils..."

A child dies every three seconds from AIDS and extreme poverty, often before their fifth birthday.
More than one billion people do not have access to clean water.
Every year six million children die from malnutrition before their fifth birthday.
More than 50 percent of Africans suffer from water-related diseases such as cholera and infant diarrhea.

More than 800 million people go to bed hungry every day, 300 million are children.
Of these 300 million children, only eight percent are victims of famine or other emergency situations. More than 90 percent are suffering long-term malnourishment and micronutrient deficiency.

Go to any village in Africa, and you will find dozens of little children playing with one another in the dust. Looking over them in the shade will be the grandmothers or other elders, ready to intervene when things get out of hand. If a child is hurt in the squabbles that inevitably arise, they run to soothing arms of their grandmothers.

But war, AIDS, famine have brought to Africa an entirely new concept, children with no family members, no blood relatives, no extended family members. No elders to care for them, they are lost and bereft in a cruel world, and no one seems to care.

As a consequence of the AIDS epidemic in Sub-Saharan Africa," one report stated, "it is estimated that more than 18 million people have died to date, of which over 3 million were children.

Additionally, more than 25 million adults are currently infected which will result in the continued increase in the number of orphaned children.

THE NEW EDUCATION AND TAINING POLICY IN TANZANIA-a brainchild of politics or realities?

The draft education and training policy is out with many changes. Of course, given the fact that the same ministry which drafted the policy of 1995 is the same which drafts the present one, much has been inherited. This year’s product is a result of an extensive work which was carried out since 2006 which is almost three years period. The main actors in the facilitation included a task force from various government ministries, relevant government agencies, parastatals and the private sector. The secretariat was composed of members from the education ministry’s policy and planning department. To have an expert eye on the whole thing, a consultant was appointed with assistants for data analysis and interpretation.

The task force was established late in 2006 year by the MoEVT Permanent Secretary Prof. Hamisi Dihenga for the sake of updating the policy to meet local, regional and global challenges in the education sector (vision 2025, the economic growth and poverty reduction strategy, UPE Dakar program of action-2000, MDGs, SADC/commonwealth protocols etc.)

The changes can broadly be clustered to include cross cutting issues, institutional framework and legal framework. The first draft of the policy has been released in June, 2009 with the fundamental new features which are briefly outlined in this and the next feature.

In this feature we will highlight on the changes in the education structure, medium of instruction, student selection, education evaluation and the decentralization by devolution. In the next one we will dwell on the formation of the teachers professional board, the question of students who get pregnant, grade four and form two examinations, school inspection and financing.

The nursery education for under 5 aged children will be provided by all stakeholders but under coordination of the education ministry. The government will set a system of identifying and developing children talents from early childhood. This is a commendable job as it will really set to footing the learner centered teaching which was introduced from primary school level.

In the formal education structure, pre-school will take one instead of two years. So the structure will now be 1-7-4-2-3+ (i.e. one year in pre-school, seven years in primary school, four years in ordinary secondary school, two years in higher secondary school and at least three years in tertiary education). This structure has both advantages and disadvantages.

The advantages include shortening the period in which a person stays in the form education system from at least eighteen to seventeen years. However, much is still desired with the efficiency of the existing system. Once it is improved to make sure that the curriculum implementation is given special attention, then we can further reduce the number of years from seven to even four years. In fact some private schools are already having their students even jump classes once they show a sign of managing to complete the syllabus ahead of the allotted years.

Entrepreneurship was a subject that was avoided in lower levels. It was only introduced from tertiary education levels. It will now be taught from primary schools.

In another improvement, most likely a pressure from privately owned primary schools, English will now be formerly legalized from Pre-primary schools as a medium of instruction. This will also apply in teachers colleges.

While we celebrate for this, there is a serious shortcoming in the sense that our National language has been slashed as the medium of instruction after primary school level. Of course, we understand, the idea to have English medium secondary schools and universities was introduced by one Danish woman who was born in Tanzania.

This lady was even prepared to finance the development of Kiswahili medium post primary education system but her idea was strongly slated by the education ministry. Her idea was based on the fact that changes in the medium of instruction disturbed the learner and, actually, makes one even develop the sense of negativity towards one’s cultures and technologies in favor of cultures and technologies that come along with language used as media of instructions.

In way, once this draft policy is approved, it will take us at least ten years again to have Kiswahili as another medium of instruction as has been the case with pre- and primary schools.
Secondary and higher education has mainly been having only academic streams. In the new policy, vocational education streams will be established from secondary schools to University level alongside with the academic streams.

This is a revolutionary step in this policy because, even the brain engines for industrial revolution in Europe was brought about by people who went through the vocational streams or, more dangerously, through the entrepreneurial “streams” in which they only learn through bitter experiences of trial and error. The inventors of the aircraft, who died in the first trial, is just a typical example. We have others like Albert Einstein who challenges the great thinker’s of the time that matter can neither be created nor destroyed. This cost him dropping from the University.

In the outgoing policy, the selection of students to join form one five and higher education did not stress the necessity for having primary school continuous assessments. This gave a chance for non-government schools to have their own qualifying tests regardless of whether the student passed in his/her grade seven examination. In the proposed policy, student selection to join form one, five and higher education in both government and non-government educational institutions will be based on continuous assessments as well as the National examination results as currently done in secondary schools.

This move will only be good if non-government schools are also invited in the boards to select form one entrants and given a fair chance to enroll students as done with government schools. This means that once a student passes examinations, his/her school fees will be subsidized by the government as done with higher learning institutions through the students loan board (HESLB)

Apart from using primary school continuous assessments as prerequisites for joining higher education, no one will now be employed without showing the primary school academic progress report. Though many will come out and criticize this move, it has one major advantage: all people will now respect primary education as the foundation for further education and employment. This will most likely motivate students to be serious with what is taught as they do in secondary education.

The decentralization by devolution (D by D) approach, the regional, district and ward education officers will now be given full authority on the implementation of the ETP09 in their areas. With the exception of the regional education officer, the rest are under the district councils which are dominated by councilors (diwani).

In the past, only primary schools were coordinated by the district councils. With the coming of the new policy, all educational institutions including secondary schools and tertiary institutions falling in a given geographical area will no longer be supervised by the councils.

The major advantage of this approach is the reduction of bureaucracies in dealing with school issues especially at this time when their number is swelling as days come and go. However, bearing in minds that majority of councilors are illiterate, there is a danger of these educational institutions being mismanaged by virtue of majority vote in the full councils. It may happen in some cases that a decision by a head of school is right but not so in the eyes of a “diwani”.

Having him now holding the “knife’s” handle and the head of school holding the sharp edge, when these tensions arise and each one pulling on his/her side, the danger is for the head of school to fall a victim. So care should be taken to safeguard the head of school lest we dilute further the education quality by having someone illiterate or semi-illiterate supervise an educated person.

More than 1.5m children under five die each year because they lack access to safe water and proper sanitation, says the United Nations children's agency.
In a report, Unicef says that despite some successes, a billion people worldwide do not have access to safe drinking water from protected sources.

More than 1.2 billion people have gained access to safe water since 1990.

But sub-Saharan Africa remains a major area of concern, especially countries affected by conflict.
The UN hopes to halve the number of people without access to clean drinking water and sanitation by 2015.

But progress has slowed due to population increases and unexpectedly high migration to urban areas, say the World Health Organisation and Unicef

The Unicef report says that children's education suffers because they have to walk long distances to fetch water, and that girls especially are deterred by the lack of separate and clean toilets in schools.

Diarrhoea-related diseases in young children could be cut by more than a third in young children by improving sanitation facilities.

President Barack Obama had a tough-love message for fellow African-Americans on Thursday, urging black parents to push their children to think beyond dreams of being sports stars or rap music performers.

Obama's election as the first African-American president buoyed the black community. At the 100th anniversary celebration of the NAACP, the country's oldest civil rights group, he urged blacks to take greater responsibility for themselves and move away from reliance on government programs.

"We need a new mindset, a new set of attitudes -- because one of the most durable and destructive legacies of discrimination is the way that we have internalized a sense of limitation; how so many in our community have come to expect so little of ourselves," he said.
Obama told a packed ballroom at a Manhattan hotel that blacks need to recapture the spirit of the civil rights movement of a half century ago to tackle problems that have struck African-Americans disproportionately -- joblessness, spiraling healthcare costs and HIV-AIDS.

"What is required to overcome today's barriers is the same as was needed then -- the same commitment. The same sense of urgency. The same sense of sacrifice," he said.

Obama said parents need to force their children to set aside the video games and get to bed at a reasonable hour, and push them to set their sights beyond such iconic figures as NBA star LeBron James and rap singer Lil Wayne.

Education is the path to a better future, said Obama.
"Our kids can't all aspire to be the next LeBron or Lil Wayne. I want them aspiring to be scientists and engineers, doctors and teachers, not just ballers and rappers. I want them aspiring to be a Supreme Court justice. I want them aspiring to be president of the United States," he said.

Obama noted that his own life could have taken a different path, had it not been for his mother's urgings.

"That mother of mine gave me love; she pushed me, and cared about my education," he said. "She took no lip and taught me right from wrong. Because of her, I had a chance to make the most of my abilities. I had the chance to make the most of my opportunities. I had the chance to make the most of life."

Obama was on one of his first major political outings since he took office January 20.
In Holmdel, New Jersey, he spoke twice for Gov. Jon Corzine, who is seeking re-election but lagging badly in the polls against Republican nominee Chris Christie.

New Jersey and Virginia hold gubernatorial elections in November. Though local issues typically define who wins, the outcome is likely to be viewed as an early referendum on Obama's leadership, ahead of the 2010 congressional elections.

Obama himself enjoys strong public approval ratings well over 50 percent, but they have been dropping in recent weeks from the lofty heights he had enjoyed in the first months of his presidency, suggesting his political honeymoon was coming to an end as Americans begin to examine his policies.

Obama said in recession-hit New Jersey that turning around the jobless rate is usually one of the lagging indicators at the end of an economic downturn.

After earlier in the week announcing it was now his economy to fix, he was tough in his criticism of Republicans, blaming them for getting the country into the current predicament.

Corzine, speaking to thousands at an open-air arena, attempted to tie his Republican opponents to the unpopular presidency of George W. Bush, a strategy similar to that which Obama employed in defeating John McCain last November.

"The same people who miserably failed in the White House now want you to hand the keys to the statehouse to them. No way!" Corzine said.

According to OneWorld.net,There were 218 million children working illegally in the eyes of international treaties, as at the most recent formal assessment in 2004. Child labour is defined as all economic activity for children under 12 years, any work for those aged 12-14 of sufficient hours per week to undermine their health or education, and all "hazardous work" which could threaten the health of children under 18.

Almost all child labour occurs in developing countries, largely in agriculture but also including domestic service, factory production and backstreet workshops. Despite a fall of over 10% in the figure since the last assessment in 2000, over 25% of children in sub-Saharan Africa and 18% in Asia remain trapped within the cycle of poverty of which child labour is part. 126 million of these children are engaged in hazardous work, such as mining or handling chemicals, which is otherwise described as the "worst forms of child labour".

A further class within this latter description is known as the "unconditional" worst forms of child labour which refers to prostitution, military enrolment, slavery such as bonded labour for brick kilns in Pakistan, or trafficking - as reported in the movement of children.

No statistics are available for this “unconditional” category but the numbers are likely to be close to 10 million. There is an additional category of "working children" not included in these statistics because the profile of age, nature of work and hours is not regarded as harmful. For example, light work of a few hours per week could be regarded as beneficial; "child labour" by contrast should be eliminated.

There are few things in this life more difficult to experience than the loss of one's child. Jim Wallis, in WHO SPEAKS FOR GOD tells about a sad and terrifying incident that occurred during the tragic war in Sarajevo not too many years back. A reporter who was covering the violence in the middle of the city saw a little girl fatally shot by a sniper.

The reporter threw down his pad and pencil and rushed to the aid of a man who was now holding the child. He helped them both into his car and sped off to a hospital.
"Hurry, my friend," the man urged, "my child is still alive." A moment or two later he pleaded, "Hurry, my friend, my child is still breathing." A little later he said, "Hurry, my friend, my child is still warm."
When they got to the hospital, the young girl was gone. "This is a terrible task for me," the distraught man said to the reporter. "I must go tell her father that his child is dead. He will be heartbroken."
The reporter was amazed. He looked at the grieving man and said, "I thought she was YOUR child."
The man replied, "No, but aren't they all our children?"
I think that is one of the great questions of our age. Aren't they all our children? It is a question that deserves an answer.

Aren't they all our children? Those who live under our roof and those who reside with another family? Those to whom we are related as well as those whom we have never known?
Aren't they all our children? Those on our side of the border as well as those on the other side? Those of our nation no more or less than those of another?

Yesterday was the International Day of the African Child, since it was initiated in 1991 by the Organisation of African Unity(Now African Union),The day is marked in recognition of the day when,in 1976,thousands of black school children in Soweto,South Africa took to the streets.

Childrens were protesting the discriminatory nature and inferior quality of the education available to them under the apartheid regime. Furthermore, UNICEF encourages broadcasters to evaluate their ICDB programmes for 2009 and capture the achievements, challenges and lessons learnt. This will in turn enable broadcasters to produce better quality programming for future ICDB events.UNICEF wants to emphasize that ICDB goes beyond just March 1 and that throughout the year broadcasters should continue to air quality programmes for children and whenever possible, include children in the process.

What is Albinism?
The word “albinism” refers to a group of inherited conditions. People with albinism have little or no pigment in their eyes, skin, or hair. They have inherited altered genes that do not make the usual amounts of a pigment called melanin. In North America and Europe it is estimated that 1 in 20,000 people have some form of albinism. In Tanzania however, it is 5 times as common with 1 in 4,000 people being affected One person in 17,000 in the U.S.A. has some type of albinism. Albinism affects people from all races. Most children with albinism are born to parents who have normal hair and eye color for their ethnic backgrounds. Sometimes people do not recognize that they have albinism. A common myth is that people with albinism have red eyes. In fact there are different types of albinism and the amount of pigment in the eyes varies. Although some individuals with albinism have reddish or violet eyes, most have blue eyes. Some have hazel or brown eyes. However, all forms of albinism are associated with vision problems.

Vision Problems
People with albinism always have problems with vision (not correctable with eyeglasses) and many have low vision. The degree of vision impairment varies with the different types of albinism and many people with albinism are “legally blind,” but most use their vision for many tasks including reading and do not use Braille. Some people with albinism have sufficient vision to drive a car. Vision problems in albinism result from abnormal development of the retina and abnormal patterns of nerve connections between the eye and the brain. It is the presence of these eye problems that defines the diagnosis of albinism. Therefore the main test for albinism is simply an eye examination.

Skin Problems
While most people with albinism are fair in complexion, skin or hair color is not diagnostic of albinism. People with many types of albinism need to take precautions to avoid damage to the skin caused by the sun such as wearing sunscreen lotions, hats and sun-protective clothing.

The International Police Organisation (Interpol) is leading a joint operation involving countries in the Great Lakes Region to stop albino killings in Tanzania, the police said yesterday. In an exclusive interview with The Citizen, the Director of Criminal Investigations (DCI), Commissioner Robert Manumba said police had found evidence suggesting the involvement of an international crime network in the killings.
"We have agreed to initiate this cooperation under the coordination of Interpol to curb these brutal and senseless killings of albinos," he said. More than 40 albinos have been brutally murdered since last year. Several others have had their body parts chopped off in what is generally believed to be ritual murder.

In a raft of measures to stop the killings, Tanzania banned all traditional healers from operating in the country. Witch-doctors, who are concentrated in the Lake Zone regions where albino killings are rampant, are often accused of recommending the use of albino body parts to their clients.

And among the countries which will be part of the joint operation are Rwanda, Burundi and the Democratic Republic of Congo (DRC)- all bordering some of the worst hit Tanzanian regions. The three countries border Kagera, Mara and Tabora, some of the regions with worst reported cases of albino killings. The killings are also rampant in Shinyanga and Mwanza regions.

Furthermore, UNICEF encourages broadcasters to evaluate their ICDB programmes for 2009 and capture the achievements, challenges and lessons learnt. This will in turn enable broadcasters to produce better quality programming for future ICDB events.UNICEF wants to emphasize that ICDB goes beyond just March 1 and that throughout the year broadcasters should continue to air quality programmes for children and whenever possible, include children in the process.
